Aw, this was so good! I loved the way you managed to get Billy and Troll back together at the end, and I also enjoy that it's a happy ending for Brzk, as well. I'm sure he does love working for the DMV.
The line, "Administrators don’t make Rules, he thought. We only administer them – how else could we tell people that we can’t help them because we don’t make the rules?" really got me. :)
I don't think I have any of my old toys from when I was kid, and that now seems like a real shame to me.
